Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health. 

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.

Nature and Scope:

Reporting to the Executive Director of Medical Communications, Patient Flow and System Performance, this senior management position will be responsible for the development, implementation and ongoing maintenance of key portfolios for Emergency Medical Care (EMC), including: quality improvement, research, data management and clinical application management. The incumbent will lead a health system data governance and quality management strategy for EMC, to ensure trusted data, and information is available and used throughout the organization to inform decisions and drive improvements.

This Senior Manager position works in a leadership role to ensure the overall management and effectiveness of System Performance portfolio in order to meet or exceed Industry standards, public expectations, and legislation, regulatory and contractual requirements to advance as a high performance service delivering emergency medical services, integrated health programs and other services. As a member of EMC's Senior Management team, the incumbent will execute on EMC's strategic direction through collaborative and integrated business planning and implementation, leading their team and providing relevant data, indicators and briefs to the senior management and executive leadership teams.

Essential to the success of this position is the ongoing liaison with key internal and external partners and stakeholders, including the EMC and Medavie Health Services leadership and staff, Department of Health and Wellness (DHW) and Emergency Health Services (EHS) leadership staff, Provincial Medical Director and others, vendors and other external stakeholders. The Senior Manager of System Performance will lead and guide teams within this department to achieve strategic and business goals and to collaborate with others effectively.

What you'll do

Responsibilities

Leadership and Collaboration

  • Responsible for overall management and effectiveness of System Performance portfolios and programs, which ensure EMC services are based on reliable data and quality findings and evidence to effectively enable EMC to meet or exceed industry standards including accreditation, public expectations, and legislation, regulatory and contractual requirements.
  • Leads team members across each portfolio in the System Performance Department through a comprehensive, collaborative and effective oversight structure with clear priority setting, and development of staff member education and expertise.
  • Ensures and leads effective integration, planning and collaboration between System Performance portfolios with the Medical Communications and Patient Flow Department and other EMC Divisions and Departments.
  • Optimizes access to, and use of, data and analytics to inform health service planning and quality.
  • Provides leadership for the development of policies, processes and task responsibilities for the System Performance department which are in line with DHW, Medavie and all of EMC.ยท Works effectively with EMC and government leadership, medical directors and other stakeholders to ensure priority management of all system performance aspects of our organization and EHS.
  • Participates in annual organizational strategic planning and contributes to corporate policy and strategy. Leads business planning, goal and priority setting for the division. With relevant internal stakeholders and the Change Management Office, develops and maintains a data and application system roadmap, to ensure effective business planning, modernization and integration of these systems.

Quality Management, Research and Evidence-based Practice:

  • Responsible to ensure effective and evolving administration and management of EMC's Quality Management program through monitoring, evaluation and recommendations for improvement. Leads the development and implementation of EMC's proactive and responsive performance measurement framework and maintains EMC's reporting strategy for Key Performance Indicators (KPIs).
  • Liaises with and works collaboratively with the EMC Executive Directors, leadership, and other members of the EMC team in the further development of the Quality Management programs.
  • Works with the Data Management team and leads across EMC for quality analysis and use of data, provision of relevant statistics and KPIs and reports on trends and facilitates action plans for improvement.
  • Ensures completion of survey administration, and integration of findings into the Quality Management framework.
  • Ensures proper and effective linkage with key internal partners to ensure knowledge translation and improvements based on quality, data and evidence findings.
  • Monitors and oversee the accreditation processes, ensuring the EMC accreditation project and responsible manager leads are successful and supported
  • Leads and guides the development of EMC's research program, in close collaboration with key stakeholders in government and academia by reviewing, recommending research studies and fostering development.

Data and Application Management:

  • Serves as most responsible senior manager for specific EHS EHS-owned data systems, such as the EHS electronic Patient Care Reporting system, and the EHS Reporting system and data warehouse.
  • Oversees the development and evolution of an effective team of analysts, and provides leadership support to the data management team to ensure an effective and modern data governance strategy, including setting data standards for quality, integrity and reliability. Enhances data integrity and reliability to improve confidence in, and use of, data.
  • Capitalizes on opportunities for data sharing and integration within EMC and with the Department of Health and Wellness, and other partners with whom EMC shares data, as applicable.
  • Ensures EMC's data is accessible for reporting and decision making, using advanced analytics, data visualization and other tools. Establish decision support information systems and initiatives to measure quality improvement and to improve effective and efficient high quality, safe health services.
  • Develops and implements a plan to increase organizational data literacy.
  • Oversees relationships with vendors and government for system and application management
  • Leads strategic and business planning for applications and systems

What you'll need

Qualifications

  • Minimum of bachelor's degree preferably in Health Sciences, Industrial Engineering, or an equivalent combination of education and relevant experience required. Five years or greater of progressive leadership experience, preferably in provincial/regional EMS systems or other relevant health care sector required.
  • Experience with strategic and business planning processes required.
  • Excellent leadership skills required including demonstrated sound business judgment and strategic thinking in a dynamic environment, independently and part of a team.
  • Strong analytical, problem solving and organizational abilities.
  • Well-developed management skills including leading by example, time and priority management and people management, including performance management required.
  • Excellent interpersonal, presentation, and written communication skills required.
  • Knowledge of quality improvement, research methods and evaluation techniques required, including quality improvement principles, methods, and tools and proven track record for defining and implementing indicators, metrics and reports to support clinical, operational and business process improvements across the organization.
  • Meticulous attention to detail is required.
  • Master's degree in Health Services Administration, Engineering, Health Informatics, Epidemiology, Business Administration or equivalent graduate degree a strong asset.
  • Completion of Quality Management, research, data management and/or technical systems and IT governance approaches (e.g., ITIL) from a recognized quality institution or related courses an asset.
  • Progressive experience leading teams required, and leading teams within a healthcare setting a strong asset.
  • Minimum ten years' experience working in a health care setting an asset. Experience in emergency or other relevant field to EMS an asset.
  • Experience with budgeting an asset.
  • Experience with accreditation and regulatory compliance a strong asset.
  • Experience in creating, improving, or managing an end to end Quality Management Program an asset.
  • Knowledge of statistics, data collection, analysis and presenting data and information in reports and dashboards a strong asset.
