The Opportunity
Reporting to the Manager, Building Design, Project Technical Lead - Mechanical provides technical expertise and advice in building systems including HVAC, plumbing, life safety, electrical, and building envelope. This position is involved with the planning, design, operation, and maintenance of new and renovated building projects for the Nova Scotia Provincial Housing Agency.
What you'll do
Responsibilities
- Define technical requirements and performance expectations for building systems, including HVAC, plumbing, electrical, life safety, and building envelope
- Act as NSPHA's owner representative and technical authority by reviewing and validating consultant designs for performance, efficiency, and maintainability
- Lead and support the planning, procurement, and delivery of capital projects from initiation through construction and occupancy
- Coordinate internal stakeholders, external consultants, contractors, and service providers to ensure successful project execution
- Develop project scopes, cost estimates, schedules, and technical requirements to support procurement and delivery
- Prepare and administer Requests for Proposals (RFPs), tender documents, and contracts for design and construction services
- Identify and manage project risks, ensuring delivery within scope, schedule, budget, and technical performance expectations
- Monitor consultant and contractor performance to ensure compliance with NSPHA standards, applicable codes, and Occupational Health and Safety legislation and other duties that may be assigned related to your job role
- Perform other duties as required
What you'll need
Qualifications
Must Have
- A Bachelor of (Mechanical) Engineering is preferred. You must be actively registered with Engineers Nova Scotia as an Engineer-in-Training (EIT), or Professional Engineer (P.ENG),
- OR a Technical diploma in a relevant field and equivalent amount of experience in a relevant field in engineering design. You must be actively registered or eligible with TechNova as a Certified Engineering Technologist (CET)
- Five (5) years related experience, have a strong technical background and a firm understanding of building systems and construction techniques
- You are knowledgeable on energy efficient conservation solutions related to mechanical, electrical, and building systems
- Experience working with departmental management/stakeholders and providing feedback and negotiating changes to contracts or agreements
- Demonstrates initiative in resolving problems while maintaining commitment to schedule, budget and enforcement of policies
Nice to Have
- Have knowledge and demonstrated (5yrs) experience with residential building systems, such as heating, ventilation, plumbing, fire safety, and electrical systems
- Have familiarity with AutoCAD, project management software, and project management principles and have advanced verbal and written communication skills
- Excellent professionalism and judgement
- Good business sense and effective risk management
- Professional Engineer (P.ENG) preferred

An equivalent combination of training, education and experience may be considered.
This position requires a valid driver's licence, access to a reliable vehicle, and be comfortable with regular travel throughout the province.
