Our premises are within the Purdy's Wharf complex which provides amenities such as an on-site daycare and a gym. Our office is connected to the downtown pedway system and situated on Halifax's beautiful waterfront providing easy access to ferry and bus transit hubs, banks, restaurants, and shopping.

The opportunity

Within the Technology & Infrastructure Services (TIS) division, the Manager, Technology and Infrastructure Projects leads the TIS service transition program, which supports the design and implementation of technology, facilities, and security services within the TIS service portfolio, ensuring alignment with departmental plans and strategies and the Information Technology Infrastructure Library (ITIL) framework.

Key responsibilities include successful implementation of the departmental service transition and project management strategy, by managing the core supporting processes, including service design, change and release management, vendor management as well as service validation and testing.

The Manager, TIS Projects focuses on building and maintaining collaborative and productive working relationships with departmental managers and employees, by effectively managing the change and release management processes, through engagement of stakeholders at all key project milestones including the accurate solicitation of both business and technical requirements, working with internal and/or external subject matter experts to develop the design or identification of solutions, validation and testing.

What you need to be successful

  • A university degree in a related field including Computer science, Computer Engineering or Information Technology
  • A minimum of seven (7) years in progressively responsible roles managing projects and project teams, and a minimum of two (2) years supervisory experience leading a team and managing performance in a service-oriented environment. An acceptable equivalent combination of training, education and related experience may be considered.
  • Experience in business analysis and solution design activities, such as requirements gathering, stakeholder workshops, and business process modeling.
  • Experience in creating and maintaining project plans and charters.
  • Experience developing internal communications and delivering training.
  • Experience managing technical and non-technical vendors based on contracts, agreements and service standards.
  • Experience working with ITIL standards and processes. Experience with ITSM software solutions and responsibility for service-related KPIs.
  • Knowledge of computer and networking concepts such as client-server architecture, web design, database systems, and remote access.
  • Foundational knowledge of cybersecurity concepts and practices. GIAC Information Security Fundamentals (GSEC) or an equivalent certification is considered an asset.
  • Knowledge of risk management methodologies is considered an asset.
