Build Nova Scotia (BNS) is a dynamic and innovative organization that aims to excel in delivering exceptional projects to its clients. We are seeking a dedicated Program Manager, Business Systems, to join our Project Management Office team to help define and administer our business systems and process strategies. The incumbent will help drive the successful delivery of BNS programs while optimizing and standardizing (where possible) our project management functions.

The Program Manager, Business Systems will play a pivotal role in supporting the implementation of new processes and procedures to improve project efficiency, quality, and adherence to project management best practices. This role involves contributing to software and other system solutions to support frontline project managers in navigating each phase of the project delivery lifecycle. The Program Manager, Business Systems reports directly to the Project Manager, PMO.

Key Responsibilities

PMO Leadership

o Understand and continually communicate the PMO's value proposition and ensure alignment with corporate objectives.

o In coordination with the PMO team, contribute to the development of the PMO's strategic plan.

o Work effectively with the PMO team to identify training needs, solutions and opportunities to improve the project management maturity of the division.

o Foster a culture of collaboration, teamwork, innovation, and professional development within the PMO.

Project Team Support

o Contributes to the development of standard operational procedures and ensures documentation is kept up to date and accurate.

o Builds and manages effective and sustainable relationships with external partners and functional groups to ensure the timely and effective system support for the daily operations of all business systems, resources and tools.

o Supports strategic technology initiatives for BNS to generate cost efficiency, and reporting benefits.

o On occasion, may provide project management support to designated projects and initiatives.

o Showcase a strong ability to link business and technology goals to the long-term vision of supporting the projects.

o Act as a liaison between business stakeholders and IT teams, ensuring clear and effective communication is present to manage expectations and promote collaboration.

Business Systems Support & Implementation

o Operates/manages the construction project management software currently implemented within BNS including a system support model, process configuration, and help-desk level support.

o Create and maintain comprehensive documentation, including user manuals, system specifications, and process maps.

o Works collaboratively with the Project Delivery teams to support enhancements and troubleshooting with the current implementation.

o Undertakes raw data, research, development and analyzes reporting options and makes recommendations on a broad range of departmental projects/programs to inform the decision-making process by senior management. This involves knowledge of research methods, coordination of multi-disciplinary teams to assist in the identification and analysis of data mining, drafting of aggregate reporting and providing recommendations, development of analytics instruments/standards, and consultation with internal/external cross-sector stakeholders.

o Offers training guidelines and seminar support to Project Delivery staff on the utilization of technology solutions.

o Supports transformational initiatives to optimize investments in technology, process, and people.

o Operates a 'help desk' to support BNS staff use and troubleshooting of the technology solutions.

o Plan, execute, and oversee testing activities to validate the functionality and quality of implemented process improvements.

What you'll need

Qualifications

· Bachelor's degree in business, information technology, computer science or a related field.

· Strong understanding of project management principles and methodologies.

· Excellent written and verbal communication skills.

· Proven experience as a Business Systems Analyst, Program Manager or similar role.

· Strong analytical and problem-solving skills with a keen attention to detail.

· Proficiency in business process modeling, data analysis, and requirements gathering techniques.

· Knowledge of software development methodologies.

· Familiarity with project management methodologies, tools and software.

· Excellent communication, presentation, and interpersonal skills.

· Ability to work effectively in cross-functional teams and manage multiple priorities.

· Familiarity with e-Builder and other software as a service database is an asset.

· Certifications such as CAPM or PMP are an asset.
