Join Our Team as a Procurement Analyst at Atlantic Lottery!
Reporting to the Category Sourcing Manager, the Procurement Analyst plays a key role in supporting Atlantic Lottery's procurement activities by providing subject‑matter expertise in public procurement, sourcing, managing the full RFP process, contract management, and vendor performance. Working closely with internal stakeholders and suppliers, this role leads public procurement processes-including RFQs and RFPs-evaluates bids, supports award recommendations, and ensures all activities comply with ALC's Procurement Standard. The Procurement Analyst also drives an efficient procure‑to‑pay process, analyzes products and services to support business decisions, and acts as a trusted advisor by offering data‑driven insights to support sourcing events, negotiations, and contract development.

Salary Band: $62,600 - $93,600 - A reasonable estimate of the pay range for this role is $66,000 - $76,000 at the time of this posting. (Individual pay is determined by factors such as job-related skills, market conditions, relevant experience, education, training and internal equity).
Work Location: Office or Hybrid option working from either our Moncton or Halifax Office.
- Onboarding/Probation: Full-time in-office for your probation, based in Moncton, NB preferred.
- After Probation: You can choose to either continue working full-time in the office or switch to a hybrid model, coming into the office 2-3 times a week.
What you'll do
Responsibilities
Sourcing & Procurement
- Lead public procurement processes including RFQs and RFPs; evaluate bids and support award recommendations.
- Issue purchase orders, coordinate vendor debriefs, and research potential suppliers to ensure all activities align with ALC's Procurement Standard.
Contract Management
- Develop and support contracts, addendums, Statements of Work, NDAs, and other procurement documents in collaboration with internal stakeholders and Legal Services.
- Maintain accurate documentation, manage contract renewals, and proactively address vendor issues.
Spend & Data Analysis
- Analyze vendor and category spend to deliver insights and recommendations that support business decisions and cost optimization.
- Prepare regular reports and data‑driven analysis for internal stakeholders.
Continuous Improvement
- Enhance procurement processes through digital tools, automation, and best‑practice methods.
- Monitor market trends and industry changes that may impact sourcing strategies.
What you'll need
Qualifications
Education and Experience:
- Bachelor's degree or diploma in supply chain management, business, finance, or related field.
- 3+ years working in procurement, preferably in the public sector.
- Must be 19 years of age or older to apply.
- Must reside in Atlantic Canada.
Professional Skills:
- Strong negotiation, communication, influencing, facilitation, and relationship-building skills.
- Ability to analyze pricing and spend data to support decision-making and identify optimization opportunities.
- Ability to work with diverse stakeholders and the ability to simplify complex concepts and processes clearly.
- Self-starter with the ability to manage ambiguity.
- High level of professionalism when dealing with sensitive information.
- Strong commitment to customer service and delivering excellent client experience.
- Proficiency with MS Office (Word, Excel, PowerPoint, Access) and experience with ERP systems (Oracle preferred).
- Ability to multitask and work accurately in a fast-paced, deadline-drive environment.
Assets:
- Certification in public procurement such as SCMP, CPPB, PSPP or CPP.
