Mawiw Council Inc. is a First Nation tribal organization that provides a range of project management, policy advice and service delivery support to New Brunswick's three largest First Nation communities: Elsipogtog First Nation, Neqotkuk First Nation and Esgenoôpetitj First Nation. Areas of activity include but are not limited to health services, employment and training, fisheries, economic development, and community development.
Job Summary:
The Mawiw Fisheries Manager is responsible for overseeing the Mawiw Fisheries Working Group's Strategic Plan in order to support Elsipogtog and Esgenoôpetitj in governing their fisheries. The Mawiw Fisheries Manager will also oversee the Mawiw Fisheries Coordinator.
In addition, the Fisheries Manager will manage expectations of governments (federal, provincial, and First Nation) while negotiating, analyzing, and implementing agreements and strategic plans. The Fisheries Manager will have strong written skills along with effective communicative skills to develop and implement policies and procedures, network, and building relationships by balancing between being assertive and sensitive to community needs. This position must also have a willingness to learn different community practices, cultures and even languages to accomplish this.

Responsibilities

RESPONSIBILITIES
The responsibilities of the Fisheries Manager will include, but not be limited to:
• Overseeing and coordinating the implementation of the Mawiw Fisheries Working Group's Strategic Plan
• Working closely with Mawiw Board of Directors, Mawiw Fisheries Working Group, and with the leaders and/or designated officials of Elsipogtog and Esgenoôpetitj.
• Supervising and working closely with the Mawiw Fisheries Coordinator in monitoring the implementation of workplans and ensuring workplans are updated.
• Preparing annual workplans, overseeing, coordinating, monitoring, and tracking the achievement of goals, objectives, and deliverables on an ongoing basis
• Preparing status, interim, and final reports (annual, quarterly, etc.) regarding the strategic plan's implementation for submission to designated groups/officials.
• Attending and facilitating meetings and fisheries discussions, as required
• Developing and implementing policies and procedures
• Building rapport and establishing relationships with all levels of government, including local communities, municipalities and government partners, including various departments and members of communities
• Interpreting and analyzing related legislations, legal principles, and Aboriginal and Treaty rights
• Drafting documents, including, but not limited to funding proposals/applications, workplans, etc.

KNOWLEDGE, SKILLS AND ABILITIES
The Fisheries Manager will be proficient in the following areas:
• Strong project management skills
• Fisheries management ideally grounded in Mi'qmaq cultural traditions and teachings.
• Understanding and having sensitivity to Aboriginal and Treaty rights, particularly as they relate to fisheries.
• Experience working with First Nations.
• An understanding of Mawiw communities
• Dependable, enthusiastic, versatile and responsible
• The ability to work collaboratively to build relationships and foster partnerships.
• Strong work ethic, organizational, financial, and time management skills
• Computer literacy and proficiency (MS Office)
• Excellent analytical and problem-solving skills
• Effective verbal, listening, and written communications skills.
• Excellent interpersonal skills
• Proven management experience, with experience managing numerous projects concurrently.

• Ability to work independently.

ESSENTIAL QUALIFICATIONS
The Fisheries Manager must possess the following qualifications:
• Degree/diploma in biology, resource management, environmental sciences, or other related disciplines or equivalent training and relevant experience
• 3 years management experience; fisheries management experience would be considered an asset but is not required.
• Strong knowledge of, or willingness to learn about New Brunswick and federal fisheries policies and management regimes, and the fisheries industry as a whole.
• Strong understanding, or willingness to learn about, legal principles, Treaty and Aboriginal rights and relationships, and current fishing practices in the Elsipogtog and Esgenoôpetitj fisheries departments.
• Proven ability to successfully mentor, coach, and motivate staff and teams.
• Possess a valid driver's license, have a reliable vehicle, be willing to travel, and be willing to work flexible hours.
• Must consent to a criminal record and vulnerable sector check, as required.
ASSET QUALIFICATIONS, KNOWLEDGE AND SKILLS
• 3-5 years of experience in commercial fisheries and/or vessel maintenance and operation would be assets.
• On-water training certification would be an asset
• Vessel operation and maintenance, habitat assessment and restoration, and proposal writing experience considered an asset.
• Strong knowledge of New Brunswick and federal fisheries policies and management regimes, and the fisheries industry as a whole
• An ability to speak Mi'gmaq and or French would be considered an asset.
