The Opportunity
Build Nova Scotia Healthcare Infrastructure Division is committed to delivering an extensive, multi-site, multi-year infrastructure Redevelopment Plan designed to ensure the health care needs of Nova Scotians are met for the next 50 years. We are currently recruiting a Master Scheduler to join our team.
The Master Scheduler will support Build Nova Scotia's planning and scheduling activities through development and maintenance of required schedules for multiple healthcare projects including the Halifax Infirmary Expansion Project (HIEP) which is a P3 project delivery. This role entails the review of construction schedules, as well as the development and maintenance of Build Nova Scotia's internal schedules. The Master Scheduler will report to the Project Director and will analyze schedule(s) and maintain open communication with a wide array of internal and external stakeholders of Build Nova Scotia.
What you'll do
Responsibilities
Planning and Delivery:
- Develop and maintain Integrated master schedules for large-scale, complex projects, collaborating with various stakeholders, workstreams and multidisciplinary project teams.
- Provide comprehensive planning and schedule management support to the Project Director, stakeholders, and project teams.
- Assist the Project Director and stakeholder teams in developing realistic schedule baselines.
- Enhance schedule accuracy, compliance and performance on our projects.
- Review schedule baseline, progress and performance; asses the compliance of the schedule; identify potential risks, issues and problem areas and help/facilitate their resolution.
- Continuously interact through scheduled meetings and ad hoc discussions with stakeholders within project teams, third party advisors, contractors and vendors to ensure consistent inputs and gathering of project schedule information occurs in accordance with established procedures and guidelines. Ensure this information has been updated within the schedule.
- Conduct critical path analysis highlighting time-related issues and risks, analyzing schedule disruptions, determining root causes, support identifying mitigation/recovery strategies and opportunities to accelerate completion of the work.
- Managing the progress measurement and earned value, schedule reporting, implementation of variances (change orders) in the schedule and supervising schedule change management.
- Work closely with Project Director to develop a summary schedule suitable for quantitative schedule risk analysis.
- Review and evaluate construction claims, their validity and assess schedule impacts due to changes/claims.
- Link schedule element of risk process to change process and estimate the impact to the critical path and project completion date.
- Review and evaluate deviations from the baseline in the Project Master Schedule, highlighting bottlenecks / delays and propose corrective actions and report.
- Perform trend analysis of schedule performance including collation and sharing of lessons learned.
- Implement continuous improvement, process optimization and quality management initiatives relating to schedule management of the project.
Monitoring And Reporting:
- Transform project performance information into the project schedule progress reports and dashboards, including comprehensive analysis of project schedule performance, KPIs, schedule forecasts, risks and recommended actions.
- Produce monthly schedule reports to monitor, control and measure schedule performance against project baselines and contractual milestones.
- Generate milestone tracking and look-ahead reports to assist the Project Director and stakeholder teams in achieving project milestones effectively.
- Support improvements to scheduling processes and procedures, General Contractor (GC) performance and reporting.
Processes:
- Provide input and recommendations to the Senior Leadership team in respect of scheduling process optimization efforts by developing and enhancing existing schedule management policies, procedures, approaches, methods and tools, and conducting quality control functions of such processes.
- Contribute to the formulation, implementation and ongoing development of scheduling processes and procedures in collaboration with the Project Management Office within Build Nova Scotia.
What you'll need
Qualifications
- A university or college degree or diploma in Construction, Project Management, Engineering, Architecture, Commerce, or other relevant disciplines combined with a minimum of 5 years of progressive hands-on experience delivering project controls management, specializing in project and program planning/scheduling.
- Demonstrated experience in monitoring and driving project schedule performance.
- Hands-on experience in planning and preparing logic diagrams, critical path networks and bar charts, with particular emphasis on detailed construction schedules.
- Strong knowledge of various construction methodologies, project management models, financial management and construction estimating methodologies.
- Proficiency in scheduling tools such as Primavera P6 and MS Project and other relevant Scheduling software platforms/tools.
- Proficiency in schedule health analysis tools and methodologies.
- Familiarity with Critical Path Method (CPM) scheduling methodology.
- Experience in consulting on delay claims, time impact analysis in large complex construction projects.
- Knowledge of schedule risk analysis and quantitative risk assessments methodology in the execution of QSRA for schedule.
- Experience with Healthcare projects is an asset.
- Experience with P3 delivery model is an asset.
- PMP certified is an asset.

Build Nova Scotia Healthcare Infrastructure Division is committed to delivering an extensive, multi-site, multi-year infrastructure Redevelopment Plan designed to ensure the health care needs of Nova Scotians are met for the next 50 years.
The redevelopment plan includes major expansions and additions to hospitals and health services in communities across the Province, including throughout the Halifax and Cape Breton Regional Municipalities. Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial, Victoria and Dickson buildings on the Victoria General (VG) site of the QEII.
Master planning for the redevelopment program is focused on modernizing the health care system to ensure the needs of Nova Scotians remain at the heart of our delivery of best-in-class services. Together, the redevelopment projects will help support the health care of all Nova Scotians today, and for future generations.
