Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.
 

Reporting to the Senior Manager of Performance & Development, the Manager of Quality and Risk is responsible for the oversight of clinical quality and risk management. This position plays a leadership role in privacy management, policy oversight, accreditation, and reporting. The Manager is responsible to lead and support the delivery of quality improvement and education in the EHS Medical Communications Centre (MCC), and ensures effective knowledge translation from quality and risk portfolios to clinical education, operations and other key stakeholders. The Manager must drive continuous improvement of clinical care and patient safety through quality improvement, risk management, best practices and evidence. The Manager ensures quality and risk programs and projects are developed and implemented collaboratively across all EMC Divisions and Operations. This position oversees a large, provincial-scope portfolio that is critical for EMC to meet legislative, contractual and business requirements.

The Manager will work closely with P&D leadership, EHS Operations, Medical Communications Centre and LifeFlight leadership teams, EHS Medical Directors, as well as other key internal and external stakeholders.

What you'll do

Responsibilities

Quality and Research

  • Develop and continuously improve an effective and integrated quality management program. Ensure the utilization of CQI measures used are relevant, measurable and provide data to drive clinical care, operational service delivery, and improvement initiative.
  • Provide oversight and leadership for initiatives that foster a culture of patient safety and a safe work environment.
  • Provide leadership and support to the Clinical Quality Program Lead regarding all aspects of the EHS/EMC Clinical Quality Program.
  • Take an overall leadership role in all EMC accreditations. Serve as the P&D lead in their requirements for accreditation. Actively support the MCC Quality and Education Supervisor to lead the MCC accreditation, the EHS LifeFlight Clinical Supervisor to lead the LifeFlight accreditation and the TeleHealth Manager of Quality and Privacy to lead the TeleHealth accreditation.

  • Lead or support quality projects, and provide support for research studies.

Risk Management

  • Develop and improve EMC's Risk Management Program, including Patient Safety, Vehicle Safety, and Major Event Response,
  • Providing leadership and oversight the Risk Management Coordinator.
  • ·Ensure risk management processes and methods are well established, current and integrated throughout the organization.
  • Serve as business owner of EMC's electronic Occurrence Reporting (eOR) system, providing leadership and direction for maintenance and improvements
  • Lead the conduct of risk analyses, including identification of trends and their causes. Make recommendations for clinical, policy and system change that reduce risk within the organization.
  • Serve as a key lead on the EMC Privacy Management Committee, to improve privacy, confidentiality and data security within EMC.

Education/Learning

  • Supports the MCC Quality and Education Supervisor to lead MCC orientation and continuing education

Departmental, Divisional and Organizational Management:

· Lead a team to achieve the goals of this portfolio, ensuring their collaboration and continued development in their roles.

· Lead EMC's Policy Advisory Group, ensuring all of EMC's policies are up-to-date, accurate and meaningful. Collaborate with MHS and EHS on their policy development that directly impacts EMC.

Qualifications

QUALIFICATIONS AND REQUIREMENTS:

Education & Experience:

  • Master's degree in a health administration, research or related field required. A combination of education and experience may also be acceptable to the employer.
  • A diploma/certificate in Quality Management, Risk Management or similar an asset
  • Five years' or greater experience working as a healthcare clinician is a strong asset
  • Minimum of 5-7 years' experience with managing/leading people, strategic and business planning, priority setting and experience and expertise in the portfolio areas required. As this is such a broad Department that integrates with all EMC programs, a significant depth of experience as a health manager is required.
  • Quality assurance/improvement, accreditation and/or risk management experience a strong asset
  • Experience in the operations of a high performance ambulance system an asset
  • Experience with database utilization and management experience with quality management, research and/or risk management an asset.
  • Understanding of contract compliance and management and government regulation an asset.
  • Experience in project management an asset.
  • Experience in conducting investigations an asset.

Knowledge & Skills:

  • High-level of educational foundation that includes principles of health administration, data management, research
  • Demonstrated experience with managing large projects, deadlines, conducting well-referenced research and critical thinking
  • Strong negotiation and dispute resolution skills and demonstrated leadership of motivating team members by example
  • Has excellent time management and project management skills to meet all deadlines on schedule; sees challenges coming and makes decisions on resourcing, timing or scope to ensure projects and programs are successful
  • Strong understanding of confidentiality and privacy, including current legislative requirements
  • Able to exercise independent judgment and problem solve with discretion
  • Effective written, oral, and presentation skills
