Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health. 

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.

What you'll do

Responsibilities

Reporting to the Senior Manager of System Performance, the Manager of Quality and Research is responsible for the oversight of the EMC quality and research programs. This position plays a leadership role in quality, accreditation, reporting, research, and knowledge translation, with a particular focus across all of these on evidence-based improvement.

The Manager is responsible to lead and support the delivery of quality improvement across the organization and ensures effective knowledge translation from quality and research portfolios to clinical education and risk, operations and other key program areas. The incumbent has direct oversight over clinical, operational and organizational quality for EHS ground ambulance, EHS Medical Communications and Integrated Health programs, and provides support and integration with the quality programs for EHS LifeFlight and 811 Telecare. The manager guides and supports the development of EMC's research program, in close collaboration with key stakeholders in government and academia. The manager also oversees the education activity in the EHS Medical Communications Centre (MCC), in close collaboration with the MCC & Patient Flow, Senior Manager.

The Manager must drive continuous improvement of operational and clinical quality as well as patient safety through continuous improvement science, best practices and evidence. The Manager ensures quality projects are developed and implemented collaboratively across all EMC Divisions and Operations. This position oversees a large, provincial-scope portfolio that is critical for EMC to meet legislative, contractual and business requirements. The manager leads and supports the activities to ensure that EMC has a culture of evidence-based practice, and that relevant quality and research findings are effectively and efficiently translated into practice where possible within the organization.

The Manager will work closely with EMC leadership, EHS leadership and Medical Directors, Ground Operations, Medical Communications, LifeFlight, as well as other key internal and external stakeholders.

What you'll need

Qualifications

· Master's degree in a health administration, business administration, industrial engineering, research or related field required. A combination of education and experience may also be acceptable. Professional Engineer (P.Eng.) designation an asset.

· A diploma/certificate in Lean Continuous Improvement, quality management, project management, research methods or similar an asset.

• Experience in project management an asset.

• 5-7 years' experience with managing and leading people, leading organization-wide continuous improvement programs including strategic business planning, and priority setting

• Experience working in healthcare setting is a strong asset.

· Experience in the operations of a high performance emergency medical services is a strong asset.

· Quality assurance, accreditation and/or research coordination or management experience is a strong asset.

• Experience with leading and supporting organization-wide research strategy and coordinating research activities a strong asset.
