Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health. 

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians every day. We achieve this through more than 1,400 employees, including highly-trained paramedics, nurses, medical communication officers, and support staff.

What you'll do

Responsibilities

The Manager, Applications and Data Management will provide leadership and oversee the management of EMC's clinical and corporate business applications and systems that are essential to maintain business functions and contract compliance. This position will lead EMC's Data Management Team (DMT). The DMT manage the applications and data in operational system for the Emergency Health Services and 811 Telecare systems and EMC corporate HR, scheduling and other systems. The DMT consists of application specialists, business intelligence, systems, data and database analysts, who are responsible for database and application and data management.

Duties and Responsibilities

This position entails, but is not limited to the following:

Leadership

· Provide team leadership to the EMC Data Management Team

· Partner with business areas and lead the DMT to define and implement an organizational Data Governance Strategy that is in line with the organization's vision and strategic plan.

· Provide subject matter expertise and guidance to senior leaders in strategy and decision making when new systems or software applications are considered.

· Ensure effective planning, development, deployment and maintenance of various software applications and their integration by assigning and delegating functions to the DMT members. Ensures plans are in place for business continuity for critical systems.

Application Management, Implementation and Configuration

· Responsible for system development life cycle stages, including defining system requirements, system analysis and design, system security and sizing, data structures, concepts

· Configure applications to meet the business need by analyzing, designing, developing, testing, implementing and providing ongoing support. These applications may include, but are not limited to, electronic patient care reporting, computer aided dispatch, and associated clinical applications, TeleHealth clinical and administrative systems, and human resource information and scheduling systems.

· Use standardized change management procedures to implement application changes, ensuring system enhancements align with business and/or clinical workflows.

· Develop and implement application deployment best practices and guidelines.

Data Integrity

· Lead Data Management Team members to assess data quality (including integrity, validity and suitability), and to analyze data across multiple applications to resolve discrepancy errors and to continuously improve data quality and accessibility for decision-making.

What you'll need

Qualifications

Education & Experience

· 5-7years leadership experience required related to data management and/or database/application support preferably in clinical / health applications.

· Undergraduate university degree in information technology, data management (or relevant and adequate combination of training and experience) required. Graduate degree (such as Masters in Health Informatics) is an asset.

· Experience leading others and/or a team required

· Training in Microsoft operating systems and PC-based computer applications and network architecture required

· Training, certification and/or significant experience in databases required

· Training certification in business intelligence tools, such as IBM Cognos or equivalent required

Knowledge & Skills

· Leads team members and other stakeholders effectively and motivates others to work towards mutual goals.

• Very strong organization skills with ability to prioritize and multi-task effectively

· Adaptable in a rapidly changing environment

· Strong problem solving and analytical skills with the ability to analyze data and lead team to take action and make recommendations as required

· Understand of the meaning and value of data governance and how it is applied within a healthcare business

· Strong technical skills including software configuration, design, testing, integration and deployment methods
