Responsibilities
As part of Team Finance and reporting to the Director of Finance, the Lead, Procure-to-Pay (P2P) is responsible for providing strategic leadership and professional advice on best practices in the areas of procurement and accounts payable to the College community; and promotes the College's accountability for its use of public funds.
The Lead, P2P is responsible for developing, implementing, and directing leading edge initiatives that will drive value and achieve cost savings for New Brunswick Community College operations as it relates specifically to procurement and accounts payable.
The Lead is accountable for direct strategic sourcing and supply chain management activities through the facilitation and co-ordination of source to pay processes of goods and services for the College in order to achieve best overall value, in accordance with the Supply Chain Management Association (SCMA) of Canada's accepted and approved procurement procedures and guidelines, the New Brunswick Procurement Act, and other relevant legislation and trade agreements.
In addition, the Lead will provide oversight on financial processes for outgoing payments and ensure adherence to relevant legislation, and College policies and procedures. This role provides effective management to ensure streamlined operation of all business processes related to payment processing and expense reimbursement for the College.
This position supervises the accounts payable and procurement teams ensuring accurate and timely procurement of goods and services; processing of invoices; resolution of queries; and reconciliation of supplier and customer accounts.
The successful candidate will be responsible for overseeing staff across multiple NBCC locations and periodic travel between all NBCC locations will be required.
What you'll need
Qualifications
- Post-secondary certificate, diploma, or degree in Business Administration or related field.
- Successful completion of, or current enrolment in, Supply Chain Management Professional (SCMP) Designation from Supply Chain Canada or Purchasing Management Association of Canada (PMAC) Certified Professional Purchaser designation.
- Relevant years of experience in strategic sourcing and supply chain management which includes demonstrated knowledge of the New Brunswick Procurement Act, Atlantic Procurement Agreement, applicable trade agreements (provincial, federal, and international), and Canada Revenue Agency (CRA) regulations.
- Experience managing complex projects in a procurement and/or accounts payable environment.
- Demonstrated experience managing and coaching others to ensure excellence in the administration of procurement and accounts payable.
- Experience in a unionized, post-secondary or non-for-profit environment preferred.
- In-depth knowledge of best practices for assessing, developing, and implementing new business processes and procedures.
- Knowledge of the application of HST, taxable benefits and foreign payments.
- Excellent interpersonal and communication skills and the ability to navigate and build relationships effectively throughout the organization.
- Working Knowledge of Microsoft Office Suite.
- Ability to maintain a high degree of professionalism and confidentiality.
- Demonstrated problem-solving skills, analytical ability, and innovative thinking.
- Self-motivated, service and results oriented.
- Ability to work under pressure in a fast-paced environment.
- Demonstrated ability to work effectively independently and within a team.
- A desire for continuous learning and growth.
- Candidates must possess a valid Driver's License as travel will be required.
- Preference may be given to candidates with experience in Oracle Fusion or other ERP systems,
- Preference may be given to candidates familiar with competitive pricing and sustainable procurement.

Other combinations of education and experience may be considered as equivalent. Subject to competition response, the minimum qualifications may be raised.
