Position: Human Resources Officer (Labour Relations) (APC)

Under the direction of the Assistant Director, Human Resources, the Human Resources Officer (Labour Relations) is responsible for providing advice and services in support of seven (7) collective agreements, with primary focus on bargaining units comprised of Support Staff, Custodial and Security, Trades, Central Heating Plant and The Language Centre Instructors. This includes interpretation, application and implementation of the collective agreements, as well as managing activities relating to the implementation of the collective agreements. The HR Officer, Labour Relations participates as a member of the Administration's collective bargaining team in the negotiation of collective agreements, participates as a member of the caucus and sits at the table as a member of the bargaining team as required. In addition to collective agreement related duties, this position is also responsible for project management of special projects and initiatives under the general direction of the Assistant Director, Human Resources and /or Senior Director, Human Resources. In the absence of the Assistant Director, Human Resources the HR Officer, Labour Relations will act as a point of contact regarding Faculty-related Collective Agreement inquiries, support effective working relationships and assist with SMU Faculty labour-related issues. Works collaboratively with other HR employees to ensure the timely, accurate and effective delivery of HR services. Provides excellent customer service.
What you'll do
Duties as the Human Resources Officer (Labour Relations) include, but are not limited to:
- Primary focus on the following bargaining units: NSGEU 79 &170, CUPE 4388 & 4491, CUPE 3912 - The Language Centre. Develops an understanding of Faculty related collective agreements (SMUFU, CUPE 3912) and associated processes.
- Takes a proactive role in positive relationship development with the University community including but not limited to Full-time and Part-time Faculty, Librarians, Managers, Supervisors, employees and union representatives.
- Assists the Assistant Director, Human Resources in preparation for and participation in collective bargaining and in the negotiating process.
- Provides support to the Assistant Director, Human Resources with Faculty-related labour relations issues. In the absence of the Assistant Director acts as the main point of contact for Faculty related Collective Agreement questions and administration.
- Participates as a member of the University's bargaining team including participation in the Employer negotiating planning and caucus meetings.
- Writes draft management language for presentation to the negotiation team and prepares final language as agreed for sign-off, with accuracy being absolutely vital.
- Prepares and collates final collective agreement document, ensuring that the typed document is an accurate and complete reflection of agreed upon items at the negotiation table and coordinates the printing and internal/external distribution of the new Collective Agreements.
- Establishes and maintains a records / document management system with respect to bargaining history.
- Ensures compliance with collective agreements and relevant policies are adhered to. Troubleshoots potential problems in the administration of the collective agreements and takes steps to resolve or prevent them before problems occur.
- Acts as a resource to Senior Management, departmental managers, Human Resources, administrative staff and employees relating to administration and interpretation of the collective agreements and HR Policies and Procedures.
- Assists in preparation for grievance and arbitration process. Maintains records relating to grievance and arbitration.
- Assists in disciplinary investigations and meetings.
- Develops and maintains a record or file management system for all employee / labour relations material including but not limited to; legal decisions, grievance and arbitration files, disciplinary files, and labour management meeting files.
- Develops appropriate templates and other documents to ensure efficient processes.
- Provides support to Departments, Programs, and Selection Committees on best practices and Collective Agreement requirements.
- In consultation with others, develops, delivers and / or coordinates on going information / training sessions for Managers and others on all aspects of Employee/Labour Relations. Creates a variety of instructional tools and materials
- Manages and coordinates special initiative or projects as required, often serving in a leadership capacity.
- Other duties as assigned
What you'll need
To be the successful Human Resources Officer (Labour Relations) you will possess an Undergraduate degree with a concentration in Human Resources Management, Law or Industrial Relations, with a certificate in Human Resource Management preferred. In addition, you will possess three (3) years of directly related experience in a complex multi bargaining unit organization. You have advanced working knowledge of relevant employment, labour and human rights legislation and regulations and collective agreements. Must have excellent interpersonal skills; written and oral communication skills and conflict resolution skills. Strong analytical and organizational skills and the ability to multi-task will round out your candidacy for this position. Computer competency essential including Microsoft Office; Enterprise/HRIS systems experience is an asset.
