Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 for Nova Scotia and Prince Edward Island for the Department of Health.

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.

Reporting to the President and Chief Operating Officer, this senior level position has direct responsibility and accountability for providing executive leadership, direction, planning, management, evaluation and oversight of Emergency Health Services (EHS) including Medical Communications, Patient Flow and System Performance. This position will ensure the support of the delivery of Medavie Health Services and EHS system vision, mission and values and will work collaboratively with other corporate Directors to ensure seamless delivery of service to patients and clients

What you'll do

Responsibilities

In this role, the Executive Director of Medical Communications, Patient Flow and System Performance is part of the EMC Senior Leadership Team leading and collaborating with internal and external stakeholders ensuring EMC meets or exceeds the mandate of the service using innovative performance-based design principles. In collaboration with other divisions, the position identifies, develops and implements corporate strategic objectives and business plans for Medical Communications, Patient Flow, and System Performance portfolios. This role is essential in providing strategic leadership to ensure the effective, and consistent delivery of quality patient focused ambulance services in a 24/7 environment as part of the provincial health system in Nova Scotia. It is essential for this role to initiate, lead and manage complex organizational change as well as to ensure operational excellence that aligns with the EHS system strategy for the province. This role is required to lead, and implement strategies for monitoring system performance, progress measurement and performance standards management and reporting.

A key part of this role is to provide effective oversight and management of the Provincial Medical Communications Center which is the primary center for communications and dispatching of all EHS services as well as providing leadership and oversight of EHS patient flow throughout the provincial health system. Additionally, this position will be responsible for the Performance portfolio which oversees the data and quality management portfolios to ensure the organization meets and exceeds in system performance through monitoring, evaluation and evidence based practices.

You will be assuming responsibility for developing, implementing and effectively managing operational budgets for ensuring deliverables are within budget while meeting the program mandates and performance objectives.

What you'll need

Qualifications

  • Degree in a health care discipline, management or business administration or other relevant discipline required. A combination of education and experience may also be acceptable to the employer.
  • Masters degree is an asset.
  • Possess a minimum 10 years of leadership experience, preferably in EMS management with a high performance EMS system; however, equivalent leadership experience may also be accepted.
  • Demonstrate experience with managing/leading people and teams.
  • Proven track record in engaging and mentoring teams and stakeholders.
  • Strategic and business planning priority setting.
  • Experience in communications operations an asset.
  • Experience in quality and data management an asset.
  • Experience in the oversight and management of business applications and their associated processes and data.

  • Experience and expertise in the portfolio areas an asset.
  • Experience in managing complex, multi- stakeholder health care programs.
  • Five years' or greater experience working as a healthcare clinician an asset.
  • Experience in multi-union environment, interpretation of collective agreements, and unions an asset.
  • Experience with contract compliance and management and government regulation is an asset.
  • Experience developing and applying good governance practices.
  • Experience in initiating, leading and managing complex organizational change, with an ability to identify scope, risks and key stakeholder groups.
  • Strong project management and operational acumen, with demonstrated skills related to systems planning, project & change execution, system performance and monitoring
  • Skills and Abilities:
  • Strong leadership skills and the ability to be strategic in a dynamic environment
  • Must possess sound business judgment and be able to think strategically and decisively in a dynamic environment.
  • Strategic problem-solver, using sound judgement, and anticipating, communicating, and navigating challenges frequently associated with managing complex systems.
  • Strong analytical, problem solving, conflict resolution and organizational abilities with an aptitude for negotiation and dispute resolution skills are required.
  • Able to interpret statistical data, and monitor quality and performance indicators and benchmarks.
  • Must possess excellent interpersonal, presentation, and written communication skills.
  • Knowledge of statistics, data collection and analysis an asset.
  • Able to be flexible, organize and prioritize work, and balance multiple activities concurrently while working effectively under time pressures to meet deadlines.
  • Proven ability to work as a team leader at a local, provincial and inter-agency level.
  • Proficient in the use of computers and information systems, including Microsoft office applications, and familiarity with other information systems.
