PURPOSE

The Halifax Partnership is seeking an Economist and Project Development Specialist. The individual in this position will have the ability to bring an economist's perspective to a problem or issue, identify the key questions to be addressed, formulate and execute an appropriate plan for research and analysis, and then present the findings and solutions in a compelling and comprehensible manner. This position is suitable only to candidates who possess very strong written communication skills.

ROLES AND RESPONSIBILITIES

Economic reports, including:

  • Leading the production process for various economic reports, including, for example, analyses that may be required in relation to the implementation of the Halifax Economic Growth Plan 2016-21, the annual Halifax Index, quarterly economic "snapshot" reports, and proposals and funding requests for special research projects.
  • Conducting research, identifying relevant sources of information, and gathering data, statistics or other quantitative and qualitative information.
  • Delivering quantitative and qualitative analyses in which the inputs and outputs are clear, reliable, logical, and well-documented.

Communications, including:

  • Communicating the main ideas and findings from research in written (full reports, brief memos, blog posts, presentation slides, etc.) or graphical form.
  • Speaking on behalf of the organization in public/private presentations or interviews with the media.
  • Developing relationships with Partnership colleagues and investors, HRM staff, and external partners as a trusted advisor on economic issues.

Research, including:

  • Responding to and tracking research requests from investors, stakeholders, internal business units, the local business community, site selectors, and the general public in a timely manner.
  • Monitoring, analyzing, and reporting on economic trends in Halifax.
  • Analyzing specific issues in depth and developing policy recommendations.
  • Developing and maintaining internal systems to manage data and statistics gathered by the Partnership.

QUALIFICATIONS

Requirements:

  • A Master's degree in economics is preferred, although candidates with a Master's degree in a related field (e.g., business or public administration) and/or a Bachelor's degree in economics combined with suitable professional experience may be considered
  • Professional experience or demonstrated capability working as an economic analyst
  • Fluent in English

Knowledge and Skills:

  • Superior written communication skills
  • Outstanding project management skills
  • Strong presentation skills, including the ability to interpret economic analyses to non-economist audiences
  • Highly proficient in the use of spreadsheets, word processing, databases, and Internet tools
  • Ability to take initiative and work independently, as well as coordinate work with others and show commitment to the collective output of a project team
  • Demonstrated success with meeting tight timelines and working in a fast-paced environment
