Atlantic Lottery (AL) players have been having fun and "dreaming big" since 1976 when AL started offering lottery games on behalf of the governments of the four Atlantic Provinces. AL is one of five lottery corporations operating across the country and holds an integral role in managing gaming activities in a fun, profitable, and socially responsible manner. AL has partnered with Meridia in search for a Director of Procurement to join their team in Moncton, New Brunswick or Halifax, Nova Scotia.

As the Director of Procurement, reporting to the Chief Financial Officer, you will spearhead strategic procurement initiatives, cultivating essential partnerships, overseeing multi-million-dollar contracts, and managing all procurement activities. Collaborating closely with senior leaders, you will guide a team to optimize sourcing, contract management, and vendor relationships across diverse verticals. Your role is integral to realizing cost savings, operational efficiencies, and maintaining high-quality standards, making a substantial contribution to AL's profitability.

What you'll do

Responsibilities

  • Driving procurement function transformation to adopt best practices throughout the entire process
  • Directing a team of procurement professionals through sourcing, contracting, vendor management, and strategic analysis across the procurement lifecycle
  • Providing visible leadership with external and internal stakeholders, fostering a work environment that champions health, inclusivity, integrity, and productivity to empower teams in achieving service excellence
  • Providing motivation and guidance, setting a standard of best-in-class procurement services, in support of strategic initiatives
  • Strategically integrating both public and private procurement methodologies to maximize spending efficiency
  • Acting as a subject matter expert, leading strategic oversight for managing concentration risk across business segments with vendors
  • Directing and guiding the strategic vendor management program, ensuring risk mitigation and fostering partnership with business associates
  • Leading the collaborative development and implementation of an annual and multi-year strategic procurement plan to deliver on AL's priorities
  • Overseeing procurement planning and approvals for complex projects, encompassing diverse contracts, currencies, and performance obligations, adhering to internal signing standards and shareholder-driven approvals
  • Guiding the response to any external reporting requests; set, manage and report on functional budget, efficiency, and operational metrics
  • Ensuring adequate internal controls exist within area of responsibility to address fraud risks, and to prevent and detect fraudulent activity, ensuring internal controls are being adhered to and regularly reviewed and modified as needed
  • Assisting business case development with market assessments and data analysis for strategic initiatives; offering guidance and policy direction using data analysis for risk management and procurement opportunities

Your qualifications include:

  • A bachelor's degree in Procurement, Operations, Industrial Engineering, Operational Research or Management, or an equivalent combination of education and experience
  • 5+ years of procurement experience, including 3+ years in a senior leadership or management capacity
  • Supply Chain Management Association (SCMA) certification or equivalent certification, or a willingness to achieve this designation
  • A firm understanding of public procurement practices is critical for this position: issuing, preparing, evaluating, awarding and contract development is a must; preferably within a governmental or public sector setting
  • Extensive knowledge of RFP, RFI, RFQ procedures and practices
  • Exceptional communication skills and the capability to liaise effectively with various stakeholders, both internal and external
  • Experience in defining department strategy, vision, and determining metrics of success
  • A high level of knowledge of applicable legal and regulatory frameworks
  • Proven strategic negotiation and financial analysis skills
  • Ability to multi-task, problem-solve, prioritize, and competently handle a variety of activities in a fast-paced, customer-driven environment
  • An appetite to develop the talents of the team to showcase their strengths
