The Opportunity

Reporting to the Chief Executive Officer, the Director, Human Resources provides strategic and operational leadership for the development and delivery of human resource programs and services across the Nova Scotia Provincial Housing Agency. Working collaboratively with leaders at all levels of the organization, the Director leads initiatives that support organizational effectiveness, workforce sustainability, employee engagement, and service excellence.

The Director provides leadership to a team of human resource professionals responsible for delivering programs and services in accordance with legislation, policies, collective agreements, guidelines, and regulations. This role plays a key leadership function in supporting organizational transformation, culture development, and workforce planning within a public sector and unionized environment.

What you'll do

Responsibilities

  • Lead the development and delivery of human resource strategies, programs, and services aligned with NSPHA's strategic priorities, providing strategic HR advice and guidance to senior leadership.
  • Lead organizational change initiatives, including workforce planning, communication, and change management strategies.
  • Provide expertise and support on complex employee and labour relations matters, including performance management, investigations, attendance management, and policy interpretation.
  • Foster a respectful, inclusive, healthy, and engaged workplace culture.
  • Lead talent management initiatives, including recruitment, succession planning, leadership development, onboarding, and employee training.
  • Oversee classification, compensation, and HR policy development to ensure compliance, consistency, and effective service delivery.
  • Provide leadership for employee wellness, disability management, attendance support, and related programs and service agreements.

What you'll need

Qualifications

Must Have

  • University degree in Human Resources, Business Administration, Public Administration, or a related field; an equivalent combination of education and experience may be considered.
  • Several years of progressive senior human resources leadership experience, preferably within a public sector and/or unionized environment.
  • Demonstrated experience leading organizational change, workforce planning, labour relations, and strategic HR initiatives. Strong knowledge of labour relations, compensation, organizational development, and disability management practices.
  • Experience leading teams and managing complex stakeholder relationships and exceptional communication, interpersonal, problem-solving, and leadership skills.

Nice to Have

  • Chartered Professional in Human Resources (CPHR) Designation.
