Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.

Reporting to the Business Analyst Lead within the Change Management Office, the Business Analyst, will have knowledge and experience in business requirement analysis, project execution and process development. This role will be key to map current business processes to new systems or services/programs. The incumbent will have strong understanding of business analysis activities and deliverables as well as an understanding of project management, system development lifecycle and business analyst Body of Knowledge (BABOK).

What you'll do

Responsibilities

As a Business Analyst with EMCI you will:

Assess Business Unit needs, clearly eliciting, translating, and documenting business, functional and non-functional requirements through facilitated workshops, artifact analysis and vendor engagement.

Develop and deliver Business Requirements Documents, Design Documents, Use Cases, and Process Models. Create solution designs across process, data, and technology that meet business requirements and adhere to relevant standards and principles.

Create and maintain document artifacts including but not limited to business requirements, project plan, project schedule, issues / risks log and project change requests to manage project-level scope, schedule and budget.

In partnership with subject matter experts develop test plans, test cases, transition plans and standard operating procedures.

Clearly communicate and clarify the business requirements to key stakeholders and any issues relating to missing or misinterpreted business requirements, so that corrective actions can be developed and applied accordingly

Be a member of the project team providing guidance and oversight during all phases of the project and post implementation support. Work closely with project managers, participating in project charter, schedule and budget development

Provide status information on a regular basis by tracking, monitoring and communicating progress against the project plan, requirements, development, quality measures, and milestones

Ensure that all organizational critical system and business requirements comply with government regulations and privacy legislation

· Coordinate enhancements and small projects following Project Management Body of Knowledge (PMBOK) methodology

Develop work breakdown structure and schedule for assigned enhancements and projects

What you'll need

Qualifications

A Bachelor's degree in health sciences, business administration, engineering, computer science, or related field, or an equivalent combination of post-secondary education and work experience. 3+ years successfully working as a business analyst combined with experience in a lead role would be preferred

Have experience providing business analysis for both program development and technology projects in a healthcare service provider setting.

Proven abilities exercising independent judgment and problem solve with discretion. Demonstrated self-starter, decision-maker and problem-solver able to work with a minimum of supervision. Self-organized, methodical and orderly, with the ability to define tasks, establish priorities and implement according to plan.

Display an aptitude for negotiation and dispute resolution skills, leading team members by example. Ability to motivate and lead others, in a dynamic environment. Ability to work both autonomously and as part of a team

Familiarity with Business Analyst Body of Knowledge (BABOK), Project Management Body of Knowledge (PMBOK), Software Development Life Cycle (SDLC),Business Analyst Body of Knowledge (BABOK), Project Management Body of Knowledge (PMBOK), and Software Development Life Cycle (SDLC)

Experience with in-house developed and/or vendor provided business solution implementations.

Demonstrated ability to manage multiple tasks and priorities. Proficient time management skills to meet all deadlines on schedule.

Strong interpersonal and communications skills with capability of explaining procedures in writing or verbally, to end users

Knowledge and/or expertise in healthcare management, information technology, finance, and human resources

Basic understanding of report development using SQL technologies; TCP/IP networking, internet and firewall technologies; wireless technologies with advance skills using Microsoft Office products including Microsoft Project

Ability to strategically align corporate business objectives with the organizations vision, mission and strategic objectives

Attention to detail in managing complex changes and following accepted project management principles.
