POSITION SUMMARY

Reporting to the President, the Associate Vice President (AVP) Operations will assume leadership of University operations and facilities. The portfolio will be responsible for the management of future major capital construction projects and the ongoing infrastructure operations and maintenance of NSCAD's current three physical sites. The incumbent will provide leadership and vision to their team and staff, while working towards a campus development plan that aligns and integrates with NSCAD's vision for the future. The AVP Operations will provide strategic oversight to two key functional areas of the University (IT, and facilities) to ensure efficient operations.

Responsibilities

  • Directs the financial management of the department, including the recommendation and monitoring of approved budget control systems to ensure compliance with the University's financial policies and procedures.
  • Makes recommendations to senior leadership and Board of Governors with respect to priorities for major construction, renovation and alteration projects.
  • Oversees all internal and external structural renovation and capital projects within pre-established policies, plans, budgets and using a consultative project management approach.
  • Works closely with the Chief Financial Officer on capital funding applications made to government.
  • In coordination with key leaders and the Sr. Project Manager at NSCAD, oversees all major construction projects, including architect and engineer selection, coordination of user committees, drafting of instructions to consultants, approval of all design phases, management of tender calls, financial & contract management, and general monitoring of all phases of construction.
  • Responsible for NSCAD buildings on a 24-hour basis and as co-chair of the Crisis Management Committee, the AVP Operations is the first point of contact for emergency assistance/emergency situations and is responsible for planning and coordination of activities and communications.
  • Oversees and directs campus security systems, processes and contracts.
  • Oversees the strategic operations, risk and functions of the facilities division, IT division and project management division.
  • Provides strategic leadership and guidance to teams and collaborates with senior leadership.
  • Reviews results from all facility audits and inspection reports and ensure deficiencies/deviations are addressed in a timely manner.
  • Prepares and presents professional reports for Senior Administration and the Board of Governors as required.
  • Provides strategic oversight to the Director, Computing Services (IT), Manager, Facilities, and Senior Project Manager.

What you'll need

Qualifications

  • University degree in Engineering, Architecture or a related field from a recognized academic institution is required. A Master's in Engineering or MBA would be an asset.
  • Additional training: legal (land/building/environmental legislation), contract law, land planning/development, risk management, financial management and budgeting, capital planning, government/institutional practices would be considered an asset.
  • Minimum of 10 years related experience (broad, multi-disciplined training/skills application) in an architectural or engineering design environment with emphasis on the design, evaluation and operation of large multi-building institutional portfolios (e.g. school board; hospital complex; college or university campus; correctional institutions or similar portfolios). An equivalent combination of training and experience may be considered.
  • Extensive knowledge of project management and design, with demonstrated responsibility for customer service orientated delivery of full range of custodial, electrical, mechanical, facilities, grounds & environmental services including renovation and remodelling of existing facilities to accommodate changing institutional needs.
  • Comprehensive technical knowledge of building and infrastructure systems with knowledge of building codes and the ability to read architectural, electrical and mechanical drawings.
  • Fully competent in business-related computer programs and able to produce a variety of documentation (reports, financial updates, presentations etc.) utilizing word processing; spreadsheet; PowerPoint and project management packages.
  • Excellent communication and interpersonal skills, with a deep commitment to customer service, proven financial acumen and negotiation skills, and an innovative approach to problem solving.
  • At least five years of supervisory experience in facility maintenance, with a thorough knowledge of trades, building codes, environmental codes, procurement, regulations on health and safety, including WHMIS, Occupational Health and Safety and first aid standards along with an understanding of emergency preparedness plans.
