Reporting to the Chief Pensions Officer, the Senior Technical Pension Analyst provides detailed analysis, audit, and development of actuarial and accounting calculations for all Plans under administration. They provide interpretation, analysis, recommendations, support, and training pertaining to the historic and current interpretation and application of all Plans' Acts, regulations, and texts. They directly support the Pensions division in their work with system vendors, actuarial consulting firms, employers, members, retirees, Trustees, and external stakeholders. They provide research and advice during any development or expansion of business functionality and services.

What you'll do

Responsibilities

Ensures that all calculations pertaining to the administration of Plans are accurate.

Supports the certification of system revisions to actuarial calculations, commuted values, transfer values, in accordance with CIA standards, plan valuation assumptions and regulatory requirements; involving external plan actuaries as needed.

Provides effective calculation support and audit of same, across the division. Deals effectively with members, retirees, employers, and stakeholders on escalated or particularly complex inquiries, e.g., supplementary pensions and marriage breakdowns.

Provides detailed legislative and impact analysis of Plans transferring into the Public Service Superannuation Plan or starting new in same. Researches best-practice pension plan rules and characteristics, in both the public and private sectors. Provides detailed findings, analysis, and recommendations as required.

Ensures that external-facing communications, including member guides, web site materials, and newsletters accurately depict in-effect Plan rules. Supports the development of annual reports, by providing transactional and member statistical data.

Develops statistical data intelligence, regarding transactional volumes and timing; supporting production of quarterly reporting and the divisional management team.

Monitors Plan Valuations, ensuring changes to actuarial assumptions, such as discount rates, are fully understood, implemented in training and educational materials, and tested/implemented in applicable systems.

Maintains, reviews, and updates ad-hoc and vendor-provided calculation programs, e.g., annuity factor program, ensuring reasonability and accuracy.

What you'll need

Qualifications

  • University degree related to actuarial science, business, commerce, economics, finance, mathematics or accounting
  • A minimum of 6 years demonstrated experience in all facets of pension administration
  • Proven experience/knowledge of highly technical areas of pension plan administration including but not limited to transactional calculations, actuarial valuation reporting, complex administration functions, member and retiree taxation, pension legislation, and general actuarial practices
  • Complete understanding of complex pension plans including plan rules and legislation. Preference will be given to candidates intimately familiar with Nova Scotia's Public Service Superannuation Plan, NS Teachers' Pension Plan, and Nova Scotia's Pension Benefits Act
  • Advanced mathematical and financial aptitude
  • Advanced analytical and problem-solving skills
  • Knowledge of actuarial concepts and experience working with actuarial consulting firms
  • Advanced professional communication and presentation capabilities in both technical and non-technical language
  • Excellent organizational and time management skills
  • Effective decision-making capability
  • Advanced knowledge of Microsoft Excel; Intermediate to advanced capability of Microsoft Office Word, Outlook
  • Proven ability to work collaboratively effectively in a team setting and with minimal supervision
  • This position requires exceptional attention to detail
