Atlantic Lottery (AL) is seeking a Manager of Supply Chain to work from either our Moncton, NB or Halifax, NS office.

As the Manager of Supply Chain, you will have complete strategic ownership of all Supply Chain Management functions including compliance to the AL Procurement Policies and Procedures.

You will have complete oversight of public procurement for the organization. This includes cradle to grave responsibility for the procurement lifecycle (Public Procurement initiatives (RFP, RFQ, RFI, RFPQ, ITB), contract development, Contract management and Vendor Management.)

Responsibilities

Champion Role - Act as a champion for the Supply Chain Management group ensuring process optimization and the identification, creation and tactical implementation of all relevant procedures and the removal of barriers to enable AL growth. Coach and mentor direct and indirect reports with the objective of creating an engaged team who clearly understand their roles and direct impact on the overall success of AL. Play the role of Change Leader, assisting the Head of Finance and SC and Executive team to plan and implement on-going changes which lead process optimization, automation, higher levels of internal and external customer and vendor satisfaction and seek to raise the profile of the Supply Chain Team as a positive contributor to operational excellence.

Counsel - Act as a Subject Matter Expert and trusted advisor for Procurement and Vendor Management issues to all lines of business within AL. Act as a point of escalation for direct and indirect reports, as well as for all procurement and supply chain management issues to all AL lines of business. Ensure adequate tools, templates, support and relevant information (best practices, trained and knowledgeable direct reports, etc…) are available for AL business owners to perform effective contract development, contract management and vendor management.

Compliance - Perform procurement management and ensure AL is compliant to relevant legislation and regulatory requirements. Must have high level of knowledge of the applicable trade agreements, the AL Procurement Standard, and the AL Signing authority, as well as possess a good knowledge of contract law as it relates to public procurement. Masterly combining proactive and reactive strategies when it comes to regulatory changes, compliance breaches if/when they occur or are identified, provide audit support, recommend, and formulate corrective actions and ensure procedures are implemented, and that incidents or exceptions are properly documented. Your progressive understanding of the regulatory landscape enables you to provide guidance and assistance to AL leadership in championing regulatory changes for AL to be competitive in the market.

Leadership - Effectively collaborate across the organization and within Supply Chain and Finance. Work closely with other managers within the organization and champion effective and efficient change and continuous improvement to meet business needs. Lead the Category Sourcing Managers to be accountable for their responsibilities and enable growth in their roles and through effective coaching and continuous development opportunities that align with both Supply Chain and AL Strategies, with a focus on core AL values and principles.

  • Desire to keep on top of latest e-Procurement technology trends and continuously thinking about how they can be used for process improvement within organization.
  • Public Procurement Experience (Government, crown corporation, provincial, municipal) environment.
  • A firm understanding of public procurement practices is critical for this position (Issuing, preparing, evaluating, awarding and contract development).
  • Proven strategic negotiation and financial analysis skills.
  • Desire to build exceptional client experiences, and is passionate and curious to help clients meet their needs and solve their concerns.
  • Advanced proficiency in MS Office (Excel, Word, PowerPoint, SharePoint).
  • Ability to multi-task, problem-solve, prioritize and competently handle a variety of activities with a high degree of accuracy in a fast-paced, customer-driven environment.
  • A self-starter and an independent thinker who follow-up on responsibilities in a timely manner while also a strong team player.

You should apply if you have the following:

  • Minimum of 5+ years supply chain leadership experience in a similar field.
  • University degree in Business or Engineering required.
  • Experience in responding to Public procurement initiatives such as Request for Proposals (RFP's).
  • A Supply Chain Management Professional (SCMP) designation or a willingness to achieve this designation.

Awesome if you had:

  • Experience in Gaming or Lottery operations.
  • Technological expertise and adeptness in areas such as Analytics, Artificial Intelligence, Robotics and how to imagine and apply this technology to advance the Digital Supply Chain.
